Following are the primary foundations upon which BIREME origin and structure are set:

• the access to the scientific and technical health information is essential for the development of the health;
  
  
• the need for developing the capacity of the Latin America and Caribbean countries to operate cooperative and efficiently sources of scientific and technical health information;
  
  
• the need for promoting the use and for responding to the demands for scientific and technical health information of the governments, of the health systems, of the teaching and research institutions, of the health professionals, and of the general public.
